General Information
For many years, the non-existence of a semester ticket has been a recurring topic among students at our university. In recent years, there have been several votes within the student body on whether a semester ticket should be introduced. The last vote took place in the summer semester of 2017.
With a new vote, we as the student council want to know from you whether you want a semester ticket. In view of the necessary mobility change due to the climate crisis and the attractiveness of the university, we would like to introduce a semester ticket for you.
The ballot
Basically, it is up to the StuRa to decide on the introduction of the semester ticket. Nevertheless, it is important to us that you, the student body, stand behind the decision.
For the voting we have set the following criteria for the introduction of a semester ticket:
- If the voting turnout is below 20%, the plenum of the student council will decide independently.
- If at least 500 students or the majority of the votes cast are in favor of the introduction of a semester ticket, this justifies the introduction of a semester ticket for us. Votes cast count as yes and no votes.
The vote is to take place from 25.10.2021 - 31.10.2021. This will be realized as an online vote. You will receive the link automatically as soon as it is so far. So check your HSZG mail account regularly!
Conditions
approx. 22 EUR / month
For more information about the price please have a look at our Semester Ticket FAQ.
The semester ticket would be introduced at our university in the solidarity model. Any other option than the solidarity model is not negotiable with the transport association. The solidarity model allows us to offer you the ticket at extremely favorable conditions, since it is financed jointly and solidarily by the student body. However, there are extensive exemption possibilities, please have a look at our Semester Ticket FAQ.

- In all means of public transport (tram, bus, local train) in the 2nd car class within the ZVON area.

FAQ
Frequently asked questions answered!
-
Is the Zittau narrow gauge railway/SOEG included?
The semester ticket is recognized by the SOEG, but a historical fee will be required for trips. The amount of this fee is currently being negotiated. If you are dependent on the Zittau narrow gauge railroad, please contact us, this will strengthen our negotiating position with the transport association.
Improvements in this regard are planned for the future. For example, the use of the SOEG/Zittau narrow gauge railroad without historical contribution, provided that a SOEG stop is located up to a maximum of 1km away from your residence. -
Departure from the solidarity model by withdrawing from the constituted student body
Withdrawal from the constituted student body is no longer possible as of 30.09.2021. The Saxon Higher Education Freedom Act (SächsHFG) was amended to this effect. By withdrawing from the constituted student body, it would have been possible to escape the solidarity model and not obtain the semester ticket, even if there was no exemption option.
For students who have withdrawn from the constituted student body by March 31, 2021 in accordance with Section 24, Paragraph 1, Sentence 3 of the SächsHFG in the version applicable on September 28, 2021, the withdrawal shall continue to apply. These students may re-enter the constituted student body. Re-entry must be declared in writing with the re-registration. Students who have validly declared their resignation in accordance with the provision referred to in sentence 1 after March 31, 2021, shall become members of the constituted student body again as of the summer semester of 2022. -
Why "ca." 22 EUR/month?
We are still negotiating the final price of the semester ticket with the transport association. The price depends, among other things, on which relations and additional things we include, but also on the number of students at our university and especially the part of those who are allowed to participate in solidarity.
However, there should not be any major changes in the price. Probably the final price will even remain at 22 EUR/month. -
I am a resident of Poland or the Czech Republic and study at the HSZG.
Our current plans are that you will therefore be able to exempt yourself from the semester ticket.
-
Is bicycle transport/dog transport included?
We are currently still in negotiations with the transport companies. Our goal is to have bicycle and dog transport included in the semester ticket in the ZVON area. However, the negotiations are difficult, because the possibility to take bicycles and dogs with us depends mainly on the capacity of certain routes. On the part of the transport association and the transport companies, there are understandable concerns that students could hinder commuter or leisure traffic.
We are trying to find the best solution, most likely a solution that makes it possible to take the bicycle or the dog free of charge at certain times (e.g. from 5 p.m. on weekdays). Also the exclusion of certain relations because of their very high occupancy is possible (streetcar Görlitz, RE1 Görlitz-Dresden, RE2 Görlitz-Dresden, RB60 Görlitz-Dresden). Also conceivable is an unguaranteed bicycle transport, i.e. the possibility that a student with a bicycle will be thrown out when the train is full. -
When would the semester ticket be introduced?
Current plans are to make the semester ticket available to all students in the summer semester of 2022 (01.03.2022).
-
Why do at least 500 students have to be in favor of the semester ticket?
For us, the question of introducing a semester ticket at the university is above all a social question. If at least 500 students vote in favor, this justifies for us the introduction and the solidary financing of a semester ticket.
-
Are there exceptions to the solidarity model?
Yes.
The following exemption options are provided (final version still under discussion):- Students on a semester of leave
- Students doing a practical semester with a job outside Saxony
- Students with a study-related stay abroad without leave of absence
- Students writing their diploma thesis or other final thesis during the semester outside of Saxony for study-related reasons
- Students who have left the student body
- Disabled students in possession of a severely disabled pass with a valid token in accordance with the Severely Disabled Persons Act (Schwerbehindertengesetz) or with another proven disability that prevents the use of the semester ticket
- Students with residence outside Germany
- Students who are only enrolled to complete and hand in their final thesis (defense of the thesis must have taken place no later than one month after the beginning of the semester)
Hardship cases: In social or financial emergencies -
Do I have to purchase the semester ticket?
If you do not fall under the exceptions of the solidarity model, you are entitled to obtain the semester ticket. There are then no more exemption possibilities.
-
How do I pay for the ticket? How do I get it?
The solidarity price of the ticket will be included in the semester fee. The semester fee will therefore increase from approx. 100 EUR by approx. 130 EUR to 230 EUR.
The amount would be collected as before, via the re-registration, without any further action. After payment, the imprint for the semester ticket can be printed on your student ID via a validation machine (as is already the case with the validity imprint). -
How can I be exempted from the semester ticket?
Upon re-registration, everyone will initially pay for the semester ticket. An exemption and the resulting refund will be possible through a separate application to the student council. After examination of the respective case, you will then be refunded the amount in full or proportionally and will also lose the right to use the semester ticket.
-
The semester fee is too high, I can no longer pay it.
Please come to us and apply for a hardship case.
-
Can I travel to Dresden or Leipzig for free with the semester ticket?
You can find the included routes in the ZVON main network map or the network map of Saxony. The trip to Dresden or Leipzig is included in the semester ticket.
-
Is the semester ticket also available without the solidarity model?
The semester ticket without the solidarity model is not possible. The transport association couples the solidarity model as a condition to a semester ticket.
-
Can I travel to Cottbus or Berlin with the semester ticket?
You can find the included routes in the ZVON main network map or the network map of Saxony. The trip to Spremberg is included in the semester ticket. From Spremberg you have to buy a single ticket, a time pass or a "Länderticket".
-
Is the city bus line P included in Görlitz?
The city bus line P is not part of the ZVON tariff and is operated by the Polish transport company. For this reason, this route is not included in the semester ticket. For this relation the Euro-Neiße-Ticket is accepted.
-
Are connections to Wroclaw or Liberec included?
Relations to Wroclaw are currently not included in the semester ticket. However, this is a subject of negotiation for us in the next semesters with the transport association. There is a good chance that the Zittau-Liberec route will soon be included in the validity of the semester ticket.
-
Are the semester ticket conditions final?
No. We aim to keep improving the conditions for the Semesterticket for you. The conditions from summer semester 2022 are just the start. Our goal is to continually negotiate more benefits and included offers for us students in the future. An example of this is the StuRa of the TU Dresden, which is also successfully doing this.
-
Is a bicycle rental service included?
We are currently negotiating with the Stadtwerke Görlitz to include the bike rental stations in the city of Görlitz in the semester ticket. For us, the model for this is the integration of Nextbike/MOBIbike into the semester ticket of the StuRa TU Dresden.
In Zittau, unfortunately, there is currently no large-scale bike rental or e-scooter offer, which is why no negotiations are currently possible there. -
I currently have a monthly subscription ticket, can I cancel it?
If you have taken out a season ticket with a transport company within the ZVON as a subscription, there may be a problem with the introduction of the semester ticket in the summer semester of 2022 that you would have to pay for both the semester ticket and the subscription season ticket. As a solution for this, you will be granted a special right of termination for ZVON subscription season tickets as soon as the semester ticket has been introduced.
